Presentation of Emir Abdelkader university for Islamic Sciences

The idea of the university establishment was parallel to the construction of Emir Abdelkader mosque which is considered as one of the wonders of the Islamic architecture. There were a great number of muslim architects specialised in Islamic architecture who have contributed to its construction.

Emir Abdelkader University for Islamic Sciences is considered as a public institution and distinguished by its administrative feature, moral identity and also by its independent financial state. It is under the supervision of the Ministry of Higher Education and Scientific Research. Emir Abdelkader university for Islamic Sciences has been established according to the presidential decree No-182/84 on August 4th, 1984 which included the creation of the university as the 1st article stipulates: It is created in Constantine a university called Emir Abdelkader University for Islamic sciences, subject of the provisions of the decree No 83/544 on September 24th, 1983 including its basic code.

In 2011 the executive decree No 11-39 was stipulated on February 6 th, 2011 to amend and complete the decree No 84/182 on 07 Dhu al-Qidah 1404, corresponding to August 4th 1984 including the creation of Emir Abdelkader University for Islamic Sciences to which was also added a new faculty and vice-rectorate.

Thus, the university has three faculties and four vice-rectorates as the second paragraph of the first article stated that: In accordance with the provisions of Article 3 of the executive decree No 03-279 on Jumada al-Thani 24th 1424, corresponding to August 23th, 2003, to amend and complete the mentioned above, designed the faculties that consists Emir Abdelkader University for Islamic Sciences and its specialies as follows:

- Religion Foundations Faculty
- Shari’a and Economics Faculty
- Arts and Islamic civilisation Faculty

As stated in Article II that the university rectorate, in addition to the secretariat and the central library includes four vice-rectorates in charge of the following fields:

-Vice-rectorate of the higher formation in the first and second round, continuous training and degrees, and the higher formation in the graduation.
-Vice-rectorate of the higher formation in the third round, academic qualification and scientific research.
-Vice-rectorate of external relations, cooperation, animation, communication and scientific events.
-Vice-rectorate of development, prospective and orientation.

الأستاذ الدكتور/عبد الله بوخلخال من مواليد قسنطينة في: 20/02/1944م.
الليسانس في الآداب من جامعة قسنطينة، جوان1970م، أول دفعة، -جيد جدا-.
ماجستير في الآداب من جامعة القاهرة، ماي1981م بتقدير - ممتاز-.
دكتوراه في الآداب من جامعة القاهرة، أكتوبر 1988م بتقدير: - مرتبة الشرف الأولى-.
عمل بجامعة قسنطينة منذ تخرجه سنة 1970م. معيدا ثم أستاذا مساعدا ثم أستاذا محاضرا ثم أستاذا للتعليم العالي في مرحلتي الليسانس والدراسات العليا ( ماجستير ودكتوراه).
شغل العديد من المواقع العلمية، والبيداغوجية والثقافية تدريسا وتأطيرا لبحوث ومذكرات التخرج ورسائل الماجستير والدكتوراه، ورئيسا أو عضوا لمجالس ولجان علمية وبيداغوجية محلية ووزارية ووطنية مختلفة، ومستشارا لرئيس جامعة قسنطينة ثم نائبا لرئيس جامعة الأمير عبد القادر للعلوم الإسلامية.
شارك في العديد من المؤتمرات، والملتقيات والندوات العلمية والثقافية، الوطنية والدولية.
له العديد من البحوث.
مديرا للنشر والتنشيط العلمي بجامعـة قسنطينة، ومديرا لمجلتي جامعة قسنطينة للعلوم الإنسانية و العلوم التكنولوجيا.
رئيسا لمؤسسة الشيخ عبد الحميد بن باديس منذ 2001 حتى 2011.

وهو حاليا

رئيسا لجامعة الأمير عبد القادر للعلوم الإسلامية بقسنطينة منذ 1998.
وسيطا قضائيا بمجلس قضاء قسنطينة منذ شهر مارس 2009.

-The university general secretariat is under the responsibility of a general secretary in charge of the functioning of the structures set under his authority, common administrative and technical services and their administrative and financial management.
- Conducting the professional process for the university users all respecting the faculty and institute's prerogatives in this field.
-Prepare the university budget project and follow up its implementation.
-Ensure the following-up of research activities and research units.
-Ensure the functioning of the common interests of the University.
-To instore and promote the university cultural, scientific and sports activities' programmes.
-Ensure the follow-up and coordination of the university internal security plans in coordination with the ministerial office of internal security.
-Ensure the preservation and management of archives and documentation of the university directorate.
-Ensure the functioning of the university management bureau.
-The general secretariat attached to the management bureau and the internal security office include the following structures:
-Sub-Directorate of users and formation.

Ps: Only the concerned could extract the degree.
Required documents to extract the final Bachelor's degree:
-Original birth certificate (No12).
-Baccalaureate certificate or an equivalent.
-Student orientation document (issued by the National Institute of Automated Media).
-The temporary success certificate (Bachelor).
-The transcript of the school years.
-The registration license for foreign students is delivered from the directorate of cooperation and exchange at the ministry of higher education and scientific research.
-Equivalent certificate for foreign baccalaureate.
