The idea of the university establishment was parallel to the construction of Emir Abdelkader mosque which is considered as one of the wonders of the Islamic architecture. There were a great number of muslim architects specialised in Islamic architecture who have contributed to its construction.
Emir Abdelkader University for Islamic Sciences is considered as a public institution and distinguished by its administrative feature, moral identity and also by its independent financial state. It is under the supervision of the Ministry of Higher Education and Scientific Research. Emir Abdelkader university for Islamic Sciences has been established according to the presidential decree No-182/84 on August 4th, 1984 which included the creation of the university as the 1st article stipulates: It is created in Constantine a university called Emir Abdelkader University for Islamic sciences, subject of the provisions of the decree No 83/544 on September 24th, 1983 including its basic code.
In 2011 the executive decree No 11-39 was stipulated on February 6 th, 2011 to amend and complete the decree No 84/182 on 07 Dhu al-Qidah 1404, corresponding to August 4th 1984 including the creation of Emir Abdelkader University for Islamic Sciences to which was also added a new faculty and vice-rectorate.
Thus, the university has three faculties and four vice-rectorates as the second paragraph of the first article stated that: In accordance with the provisions of Article 3 of the executive decree No 03-279 on Jumada al-Thani 24th 1424, corresponding to August 23th, 2003, to amend and complete the mentioned above, designed the faculties that consists Emir Abdelkader University for Islamic Sciences and its specialies as follows:
As stated in Article II that the university rectorate, in addition to the secretariat and the central library includes four vice-rectorates in charge of the following fields:
